We’re pleased to confirm that the British Meat Processors Association has successfully negotiated a major win for members under the new CCA3 (Climate Change Agreement) scheme. Following weeks of evidence-based discussion with the Department for Energy Security and Net Zero, BMPA secured a revised energy-efficiency target of 11%, down from the government’s original 15% proposal.
This change represents a sector-wide saving of around £6.8 million per year and a total benefit of approximately £47 million over the life of the new scheme (2026–2033). It’s a great result from BMPA’s collective negotiation on behalf of Climate Change Levy (CCL) participants (led by our Technical Operations Director, David Lindars) and an example of how member data and industry insight translate into real-world value.
Our argument centred on ensuring the targets remained challenging but achievable. Analysis of recent site performance data showed improvement rates slowing to about 1.4% per year as most easy-win measures had already been implemented. With a new 2022 base year effectively resetting previous gains, repeating the same level of savings was simply unrealistic.
We also made the case that processors are operating under significant post-Brexit cost pressures, including more than £100 million annually in additional export certification and compliance costs. Further tightening of targets risked deterring vital investment in plant upgrades and efficiency projects.
By combining robust technical evidence with practical industry reasoning, BMPA secured an outcome that reflects both environmental ambition and economic reality. As David Lindars put it, “Our sector has already delivered outstanding efficiency gains under CCA2. The 11% target recognises that success while keeping the next phase achievable and fair.”
We’ll continue to work closely with DESNZ and industry consultants to finalise the target profiles for the coming target periods and ensure members continue to receive the maximum financial benefit from the scheme.
