Government lets industry lead on new Extended Producer Responsibility scheme

The UK government has confirmed the creation of a producer-led Extended Producer Responsibility (EPR) scheme for packaging, appointing a Producer Responsibility Organisation (PRO) to lead its development. This decision, following input from ministers across the UK, aims to align with successful international models by involving producers directly in managing packaging waste. The EPR scheme, projected to cost £1.7 billion in 2025, is expected to drive value by enhancing recycling infrastructure, supporting local councils, and encouraging sustainable practices.

Built on collaboration across industry stakeholders, the EPR scheme includes contributions from local authorities and industry groups. With a focus on governance and co-design, the scheme is part of the UK’s broader environmental strategy to achieve 65% recycling of municipal waste by 2035 and eliminate avoidable waste by 2050. As the 2025 launch approaches, government and industry are refining the EPR framework to facilitate a circular economy, aiming to lessen the environmental impact of packaging waste and foster more sustainable practices across the packaging industry.
