HMRC has issued an early update on planned changes to customs infrastructure at the Sevington and Holyhead Inland Border Facilities (IBFs), with new arrangements expected to come into effect from early 2027.
The key message for traders is that nothing changes for now. Existing customs procedures remain in place and businesses should continue using the current facilities until HMRC confirms the transition date.
Under the plans, customs checks currently carried out at Sevington IBF will move to facilities provided by the Port of Dover and Getlink (Eurotunnel). At Holyhead, customs operations are expected to transfer to infrastructure provided by the port operator.
For businesses using the Common Transit Convention, there is one important point to note. Once the changes take effect, Sevington will no longer provide facilities to start or end transit movements. Instead, traders will need to use facilities at the relevant port, operate through an Authorised Consignor or Consignee, or use transit simplification procedures where eligible.
The changes do not affect the Sevington Border Control Post (BCP). Sanitary and Phytosanitary (SPS) inspections will continue to be carried out there until further notice, so there is no change to existing arrangements for products requiring SPS checks.
While no action is required at this stage, businesses that regularly use Sevington or Holyhead should keep an eye on further announcements over the coming months. HMRC says more detailed information will be provided by the Port of Dover, Getlink and the Holyhead port operator as the transition arrangements are finalised.
